Delhi government defers DANICS officers’ salary hike

reThe Delhi government on Monday decided to defer implementing a time-bound pay scales to Delhi, Andaman and Nicobar Islands Civil Service (DANICS) officers till the union Home Ministry ratifies the decision.

The decision was taken in a cabinet meeting chaired by Chief Minister Arvind Kejriwal to deliberate on the note received from Lieutenant Governor Najeeb Jung’s office last week, a Delhi government statement said.

The move came after a memorandum issued from the LG office last week said the change in pay structure of DANICS officers according to the Government of India was “illegal and ab initio void”.

The memorandum also added that if any officer complied with the “illegal” orders, a disciplinary action and recovery of financial loss caused to the government would follow.

The statement said the cabinet also decided to request the Ministry of Home Affairs (MHA) to take a final decision soon on DANICS officers’ salary revision since it has been pending for more than a decade.

The cabinet decided to seek the advice of MHA on whether the LG could send such notes to a democratically elected government.

“The government will seek the MHA advice on issues including under which law the LG issued instructions directly to officers of Delhi government and under which rule the he can issue instructions to an elected government,” the statement said.

“It has also been decided to ask the MHA under which powers the LG declares the circulars and orders of an elected government null and void,” it said.

On the issue of the Commission of Inquiry to probe the CNG fitness scam, the cabinet noted that the matter was already pending before the Delhi High Court and all concerned parties must respect the court of law.
