The Consumers Association of Singapore (CASE) and the Hair and Cosmetology Association (Singapore) (HACOS) have signed a memorandum of understanding (MOU) to jointly develop a voluntary accreditation scheme for the hair and cosmetology industry, they announced on Thursday (Feb 25).
This follows on the heels of the sudden closure of well-known hair salon chain The Scissorhands and its affiliate, Shizahanzu, in August last year. CASE said it received about 200 complaints and feedback from customers of the chain who had signed up for costly hair packages and had been “left in the lurch” with unused credit or having sessions left in their packages.
After the incident, HACOS approached CASE to develop the joint accreditation scheme, which both associations said they envisage to officially launch within nine months of the MOU signed on Thursday. As of the date of signing, 15 HACOS members have pledged their support, they said.
HACOS founder Simon Lee said the 15 members pledged their support because they welcomed the news that the organisations were working on something for the industry to win consumers’ trust back.
“We hope to bring this number up to over 200 members by year-end,” he added.
